A ChatGPT ad can appear to have no impressions for very different reasons. Its campaign may be paused, a review may be unfinished or the report may simply omit the relevant row. The first task is to classify the symptom. Raising a bid is only one possible action within one of those categories.
Use this sequence as an internal diagnostic method. It does not promise impressions within a particular time or assume identical controls are available in every account. Its purpose is to give the next change a specific reason and a check that can establish whether that reason has been addressed.
Write an observation another operator can reproduce
Replace “advertising is not working” with a bounded observation: campaign ID, account, timezone, reporting period, retrieval time and the value actually missing. Specify whether the concern is no impressions, no clicks or no conversions. Those are distinct conditions and should not share an ambiguous incident description.
Match the resource ID against the campaign inventory. A name may belong to several copies or have changed since the report was configured. Check that the observation period begins after the intended start, and that a filter is not selecting a different campaign status. Save the exact reporting request or settings so a colleague can repeat the check.
OpenAI’s reporting documentation describes an explicit option for including zero-impression entities in an unsegmented report. Start with the zero-impression row audit when a row is absent. A missing row and a verified zero are different observations, even if a dashboard displays the same empty tile for both.
Locate the blocker at the correct level
Retrieve the current resources and inspect reported serving issues. OpenAI’s troubleshooting guide distinguishes an enabled resource from one that can actually serve. Assign each observation to the account, campaign, ad group or ad where it belongs.
A useful worksheet has one row per level, with observed state, inspection time and the person responsible for a correction. The account owner checks access and relevant reviews. Campaign schedule and remaining budget are compared with the authorized launch. Group and ad checks use the configuration and review applying to those exact identifiers.
In a hypothetical case, three ads have an active status. Two sit beneath a paused campaign and the third has a pending creative review. Activating the ads again addresses neither observed condition. The first two need a decision about their parent campaign’s intended state. The third needs the appropriate review workflow. Three active status fields therefore mean zero confirmed delivery-ready ads in this example.
OpenAI campaign management explains that active ad groups still depend on an active parent campaign and eligible ads. Use that dependency when assigning work: send the issue to the person able to correct the blocking level. Asking a designer for new images does not address an observation pointing to the campaign schedule.

Decide whether the condition should be changed
A blocking configuration may be intentional. A campaign might have been paused after a stock problem, reached its approved allowance or been scheduled for a future launch. Read the latest operating decision before trying to restore activity. Diagnosis should restore the intended service, not maximize the number of active resources.
When a destination fails, follow the broken landing-page procedure and give its owner concrete reproduction steps. When a review reason is available, preserve it with the affected version. Submitting a change for review does not establish that the material has been approved.
Choose a bounded correction under the applicable authority. Use change control to record why it is needed, what changes and which observation will verify its effect. Preserve existing identifiers and history where practical. Creating copies can add more resources to track without resolving the underlying condition.
Investigate limited opportunity after explicit blockers
An empty serving-issues list does not promise available advertising opportunities. Review whether the combined restrictions still express the intended audience. A narrow geographic scope alongside several additional conditions calls for a different investigation from an obviously incorrect status.
Then inspect the bidding strategy. OpenAI’s bidding guidance describes a low-bid signal as guidance rather than a serving restriction. It can inform a decision about the bid, but it does not authorize an increase outside the advertiser’s allowance. Check currency scaling and micros before correcting a suspected amount error.
State a testable operational hypothesis for the next action: if the identified condition causes the symptom, that specific condition should disappear after the correction. List the other uncertainties that may still limit impressions. This lets the team honestly close a configuration repair while continuing to observe actual advertising opportunities.
Verify correction and activity separately
First establish that the intended resource now has the correct setting or no longer reports the identified blocker. Then inspect delivery over an appropriate comparable interval. Keep account, identifiers, timezone and report definitions aligned before and after the change. New impressions show activity; they do not establish that a bid change alone caused recovery.
Choose the observation interval before looking at the next result. Its length should reflect the campaign’s expected volume and operating decision, not an arbitrary promise that every account must deliver by a fixed deadline. Record whether the interval includes a full scheduled trading period or only part of one. Repeatedly refreshing a short interval adds activity to the investigation without necessarily adding useful evidence.
If the symptom persists, escalate with the original observation, relevant times, redacted error details and checks already completed. Do not attach secret keys or entire client exports when a smaller account of the issue is sufficient. A bounded handover lets the next owner begin with the unresolved question instead of repeating the same preliminary checks.
